What are these passengers doing that is disruptive? Will they just not behave the same on a replacement bus? Are they being disruptive from Colne all the way through to Blackpool? What about trains TO Colne? Are disruptive passengers affecting every train from Colne? If there are passengers being disruptive on the train, why not call the police to deal with the public disorder?
This story really doesn't tell us very much at all.

The police did turn up, also if the train is in Colne with the problem, no other train can use the line. It is single track from Burnley to Colne with no passing places.
