THE driver of a tipper truck full of scrap metal did not have a waste carrier's licence when he was pulled over by police, a court was told.

Liam McGowan, 21, of Westbourne Road, Burnley, was fined £500 and ordered to pay £201 costs by Reedley magistrates.

He pleaded guilty to transporting waste without a waste carrier's licence, an offence under the Control of Pollution (Amendment) Act 1989.

Miss Sajada Khan, prosecuting for Burnley Council, said the Ford Transit tipper truck McGowan was driving was pulled over by a police officer. The rear of the truck appeared to be full of rusty scrap metal.

When asked where he got the metal from McGowan answered "Preston" and told the officer he planned to "scrap it". The defendant was asked to produce his waste carrier's licence but failed to do so.
