ATROCIOUS weather kept many Hallowe'en revellers away from Pendle Hill and police reported one of the quietest celebrations for years.
A council crackdown on cowboy builders was set to continue in Hyndburn. The housing committee backed bids to improve standards among contractors and to ensure that builders have a good work record before they are given contracts.
