REGARDING your report "Village shops cheered by rates-slashing move" (LET, January 7), I see that Local Government Minister Hilary Armstrong has realised that small shops are worth looking after, as is the service they provide.
Why, then, is Blackburn Council still persecuting the small shopkeeper who uses an 'A-board' or who displays his goods outside his shop?
The people in the town hall may have 20th-century computers in their offices, but employ a 19th-century mentality. What hope have we?
