HOUSING bosses in Blackburn and Burnley blasted an attempt by Westminster City Council to offload its homelessness problem on to them for £400 per person. Westminster has identified 540 families and people in temporary accommodation and targeted 60 councils, including Blackburn and Burnley, to offer cash in return for taking the families off its hands.
