Burnley Council 'stupid' for paying £290,000 for eyesore


COUNCIL bosses spent £290,000 of housing money on a dilapidated pub – and plan to replace it with a “stupid” piece of public artwork.

Officers from Burnley Council used regeneration cash to buy the Derby Hotel after saying the site, on the M65 roundabout at junction 10, was an “eyesore” on a “key route” into the town.

The acquisition of the former pub, which has stood empty for several years, was paid for with money from Elevate, the body charged with regenerating East Lancashire’s run-down housing market.

Now town hall bosses are in talks to raze the building, grass over the site and put a piece of public artwork in its place.

Burnley Council’s leader said the plan would reduce anti-social behaviour in the area and promote the “right image” for the borough.

However, critics have blasted the scheme, saying Elevate cash should be spent on building new homes in Burnley.

Julie Cooper, Labour group leader on the council, said: “It sounds stupid to me. I can think of much better things to spend the Elevate money on and I think most people who live round there could too. That would be the general view in Burnley.

“We are not flushed with cash in Burnley and a public work of art sounds ridiculous.”

Conservative councillor Jonathan Gilbert, whose ward includes the Derby, added: “It is one thing to knock down the pub but another to put public artwork there.

“Of all the things we should be spending money on as a council, that is not a priority when we have such low quality housing in the borough.

“It does not sound like they have thought things through to me.”

Burnley MP Kitty Ussher earlier this week met with Housing Minister John Healey to lobby for more Elevate cash for Burnley.

She said the use of housing regeneration money on the Derby Hotel was a “matter for the council”.

But she added: “It is an eyesore at the moment so I definitely agree something needs to be done with it, although they could put houses there.”

Council leader Gordon Birtwistle said the authority planned to knock down the Derby, lay down grass and install a public artwork “for people coming into the town”.

It is understood the exhibit would be paid for using Section 106 cash - money collected from developers by council planners.

Coun Birtwistle added: “At the moment the site is a mess and it has been derelict for a while.

“It has been a source of anti-social behaviour and people complain about it.

“It has been an eyesore and does not project the right image for the town so we want to make it attractive to people because it is one of the first things they see when they come into Burnley.”

Burnley Council bosses are now in talks with Elevate officers about potential uses for the site, including for artwork.

Elevate chief executive Max Steinberg said similar ‘interim use projects’ had proved successful in Manchester and Liverpool.

He added: “I would rather have something on the site that’s attractive, even if it is artwork. It is about giving a better impression of Burnley.”

Burnley Council acquired the Derby Hotel earlier this year after Elevate approved funding late last year.

Council officers initially refused to disclose how much was paid for the site.

However, a Freedom of Information request from the Lancashire Telegraph revealed the cost was £287,500.

Once again Birtwistle and Co. are throwing our money away. Over a quarter of a million wasted so far and they are going to spend more on some piece of junk on the site! Bad enough that monstrosity on Crown Point without some new arty-**** p*** take at Gannow Top.

This town is becoming a joke. How many tens of thousands of pounds over its value will we pay for this piece of artwork then?
A more serious point is that having driven round that roundabout at peak time I can assure you the last thing you want is something that takes your eye of the road.
I would have thought it an ideal spot for a doctors or dentist, something that makes the land more valuable enabling the council to recoup some money for a change.

What a 10lbs bag of nails. typical useless, flowery air-headed Burnley management. that lot are only interested on one thing, bolstering their CV's in some way so that they can move on to bigger councils and bolstering their over-inflated pay packets by trying to turn Burnley into mini-Manchester. They are ruining our town at taxpayers expense. How much money has been spent on this and how much will they spend on knocking it down and erecting some useless piece of scrap in its place? How much money has been spent on that Oval project that will never see the light of day because the only big chain shops that Burnley council seem to be able to attract are charity shops and one pound outlets.
I thought that the Elevate money was supposed to be spent on re-building run-down areas of Burnley and Padiham(on sorry, Padiham is that part of the borough you haven't heard of), and not on bolstering the self-congratulating ego's of the town's management who like to congratulate themselves on being masters of their universe at every opportunity.

I don't think that the site is really a suitable position for housing, its way too close to the road. I think the idea of a piece of artwork is not as 'stupid' as many cynics may believe, it is the type of thing that gives a town identity and also an uplift on the tired face of the town. If it makes 1 person think of burnley in a different light to that of recent events that have given the town a bad name then I am all for it.

Ash theve wasted £290,000 somebody should be held to account for that, all we ever hear about is money being wasted, ie £1,000,000 on a jail we are paying for to be built in Nigeria to put Nigerians in who have committed crimes in Britain, (you couldnt even make it up) how much foreign aid are we paying to India and yet India is spending billions on arming itself buying a second aircraft carrier and numerous fighter jets, but dont worry poverty is only increasing in Britain along with hospital waiting lists weve a manky transport system the housing waiting lists are growing year on year and hundreds of thousands of people are losing there jobs and this is before the spending cuts, and yet what do the British do nothing you get people like Ash saying (well it could be money well spent)

milty, I agree on the whole with what you are saying, but realistically £290,000 is a drop in the ocean of the waste by councils. I think that something which is done for the public and which many people can enjoy is much better than paying for schemes like the nigerian prison that you mentioned. I guess what I'm saying is that this is a project for the people of burnley and we can see where the moneys been spent, whether you agree with it or not at least we have a tangible product from the amount spent and not just another 'initiative' which has cost much more than the £290,000 for this.

1. £1m building a jail in Nigeria is cheaper than keeping Nigeraian prisoners in the Uk and also frees up prison places in this country. i thought you would approve of that given it will be a few more of "them" out of the country.

2. How much foriegn aid are we paying to the Indian Government? aid to NGO's in India isn't giving money to the Indian government

3. The contract that the Indian Gov have signed is with BAE so its fortunate that they are buying our jets and expertise as it is keeping many in the North West in employment.

sorry for that use of phrase, but what I meant was that we should look at cutting spending on ridiculous 'initiatives' and material waste by council services and the NHS rather than the things which will brighten and enhance the image of the town. If you travel in Europe there are many towns which have their own public art-works and are very proud of them, you only need to look at the situation surrounding the frieze which adorned the old Thompson centre, this just proves that Burnley people do want artwork in their town.

well ash maybe were used to the waste and figures like that seem small, but that doesnt look good on us does it if we think £290,000 being wasted is just a drop in the ocean what does that say about us, weve been conditioned to think nothing about any sort of mismanagement or corruption that takes place in Briain, weve been sold a lie that britain is the mother of all democracies and the rest of the world looks up to us, i dont believe that anymore, Britain is rotten from the top down, look at the continuing scandals, MPs expenses, sleaze, phone tapping, bankers the arrogance of councillors the list goes on and on so in my eyes when somebody is responsible for wasting £290,000 in one of the most deprieved areas in the country they should be held to account, unless we the public change then the people in authourity will never change why should they. One day this nation is going to crack, maybe when they begin the cuts in public spending maybe thats when the real turmoil is going to begin.

Might it not have been better if Elevate had purchased the two derelict pubs opposite Central Station and turned them into student accommodation for the new college? At least this way Elevate may have had some return on the money invested and these two buildings are in a worse state than the Derby

In no way is this a stupid idea, burnley needs something to brighten up the town, although i very much doubt it will reduce the amount of anti social behaviour, nor do i think they need any more houses, they need to improve the ones that are already there and make them more affordable....I am definatly in favour of the project, driving through burnley is horrendous all you see is run down mills and houses, lets brighten up the place and stop it being the scruffy town that people drive through because they have too, and maybe make them want to see what our town can be at its best..

I don't mind the thought behind this. The town is a Premiership town now - we're on the map.

This current grotspot needs replacing asap. If they put say a modern "Welcome to Burnley" kind of feature up I'd be more than happy.

It doesn't have to be Angel of the North or anything.

And if Kitty Ussher is concerned about the financial implications of this well she could always give back some of the money she stole from the taxpayers couldn't she?

The idea of buying an eyesore in order to improve one of the main entrances into Burnley has got to be a good idea. Remember first impressions are important. We only need to look at the improvements that have been made when entering Blackburn to prove that point. The main issue here however is the amount paid for the building and land.(I assume the freehold is included in the purchase price) Not very long since what appeared to be another over inflated price was also paid for land and buildings in the Weavers Triangle area of Burnley. Surely the time has come for the Chief Executive of Burnley Council to stand up and be counted. If there is a good reason for paying these amounts then he should tell us all what that is. Alternatively he should be looking at why these amounts were paid. The public of Burnley are entitled to a proper explanation and should not form an impression based on headlines designed to sell papers.

just look at the former UDA store on the corner of Yorkshire Street and Plumbe Street to greet people coming to a Premier League town. Offer the building to the Highways Agency to improve access on to the motorway I'm sure that would help solve a few problems at Gannow roundabout, in fact give it to them as retepayers will benefit from the gesture.

Place a FOI request to find out who got the money...

Then research the recipient to see what secret societies (if any) they affiliate with.

Also look through named common purpose exposure sites to see if they turn up there.

The more people use FOI the better for freedom, and terror for those decieving.

They are trying to complete the charitable trust takeover along with the corporate, at which point the FOI will count for nothing.

Clever that Blair and cambell, they knew this when he offered the carrot, so we have to use it now to get the info before the close it off.

I agree the area is an eyesore but hopefully instead of buying some ridiculous artwork the council will remember that they have in storage the stonework that came off the Thompson Centre. This would be an ideal opportunity to use it and we would not be wasting any more money added to which it wouldnt be too distracting to the constant traffic.

The purchase and demolition of the derelict pub is very good for the town's image.

Inspiring artwork on this prominent site will have a very real benefit.

Elevate should be congratulated for having the vision to agree to the Council's request to fund the purchase.

A side benefit is that the pub is not now available for purchase by others, including a certain political party that had its eyes on it (according to the Telegraph recently).

The stonework that came off the Thompson Centre is earmarked to be placed on land on Trafalgar Street. I suspect one of our prospective parliamentary candidates for the next General Election will be gutted he has not gained financially from his free storage of this artwork. I wonder if a freedom of information request would reveal if the storage was for free?

There are plenty of eyesores all over the district - but it should be compulsory for all owners to maintain their property - if not then it should be demolished and allowed to be planted up to get some green areas back into towns. But too many owners are hanging on in the hope that the elevate scheme will renovate their property for free.

Absolutely ridiculous that this amount of money can be spent acquiring a plot of land with a dilapidate building on it. Yes I agree that the building requires pulling down - it is an eyesore. But would the money no be better off actually finishing off the Elevate areas like Accrington Rd and Coal Clough. What an absolute waste just like the LED Welcome board on the way into town that tells us not to drink and drive and to belt up. How about saying something pleasant like Burnley welcomes careful drivers.
Then the council wonders why the town in in decline!!!

A derelict pub or a piece of unneccessary artwork, whatever is put in place will get vandalised. It is time the council & government started listening to & acting on behalf of the people of the town.
