Concern over East Lancs hospital inpatient survey results

Burnley and Pendle Citizen: The Royal Blackburn Hospital The Royal Blackburn Hospital

HOSPITAL boss Jim Birrell said he was ‘disappointed’ by the results of an inpatient survey at the Royal Blackburn and Burnley General.

The national Care Quality Commission (CQC) survey rated East Lancashire Hospitals NHS Trust (ELHT) as worse than average for treating patients with ‘respect and dignity’ and giving patients a good experience.

The trust scored average marks on the vast majority of the 70 indicators, with seven scores below average and just one score that was better.

Jim Birrell, interim chief executive of ELHT, said the survey was conducted while the trust was being inspected by NHS chief Sir Bruce Keogh last year, when staff were feeling ‘pretty down’.

But he added: “It was a bit of a disappointing inpatient survey result. It suggests we weren’t providing services at the level that we need to and we do know that we need to be doing better than this.”

He said he was also ‘really concerned’ that almost half of those polled in the 2013 staff survey said they would not recommend the trust as a place of treatment for their friends and family, as previously reported in the Lancashire Telegraph.

ELHT scored 8.2 out of ten for patients feeling they were treated with respect and dignity and 7.4 out of ten for ‘patients feeling they had a good experience’, which the CQC said were ‘worse’ scores than most other trusts.

It also scored poorly for the proportion of patients having confidence and trust in doctors and for patients having someone to talk to about their worries and fears.

The only score that was better than average was for patients ‘not feeling threatened by other patients or visitors’.

The CQC did not rank the hospitals under each measure, stating only whether they were ‘worse, about the same, or better’ than others.

The regulator is preparing to bring about 50 officials to East Lancashire next week for a major three-day inspection of ELHT, which has been in special measures since last July.

Another story of failure at The Royal Blackburn Hospital. A radical shake up is needed immediately because obviously no lessons have been learned form the past.

Surely the CQC needs to turn up unannounced!!! Even hotel ratings and restaurant ratings are based on anonymous visits... If East Lancs are rated as bad when they know CQC are coming to inspect what are they like when they are not there !!!

I am not surprised at the report .

My late mother was a patient there in 2007 .

The staff just didn't seem to care .

"The regulator is preparing to bring about 50 officials to East Lancashire next week for a major three-day inspection of ELHT, which has been in special measures since last July."

So they'll have had 9 months of special measures, so what if they are still failing in various areas, will anybody actually do anything about it?

I know that anything with the word "Quality" in it does not mean high quality or best quality. All it means is that they try to make the baseline a bit better and prevent some of the worst mistakes and that all staff know the basics. So this CQC visit should see no failures whatsoever.

Last time I was in hospital I was treated very well, although one Dr was very annoying. Can't say that for my dear parents, however. They finished em off quick with very little dignity. I'm not sure if hospitals are still going downhill for nursing care or not.

The hospital is shocking, I have had two family members in there and both could not wait to get home. There is a lack of care and respect shown for patients and a major lack of resources

What a perfect example to publicise why the Tories have to privatise the hospital. I remember when the hospital was great, It had good nurses and doctors and was a hospital to be proud of. However the accountants got in charge and micro managed many top clinicians out of their jobs. It was downhill all the way when PFI was used to build the extension of the RBH and close the old BRI. However we are where we are, I have to say some of the statements from the ELHT do not add up, for example they have to shed 500 jobs and save £80 Million, yet we read they are paying a fortune to private hospitals and have recruited enough new staff to meet the levels of safety required. I can't quite square that circle. I would urge a critical examination of the procurement system as the NHS seems to pay way over the odds for their supplies. The NHS is as close to being privatised as it could be, There are too many private firms already operating behind the NHS banner.
