LANCASHIRE County Council is one of only two authorities in the country to refuse to reveal how much it spent on the Olympic torch relay.
County Hall representatives said it would take too long to provide the figures for the Freedom of Information Act request.
Nottingham City Council also did not return any sums.
The request found that Blackburn with Darwen Council spent just £19,600, around half of the average amount authorities paid to host the flame.
The biggest spends were in the London boroughs of Bexley and Waltham Forest, who both forked out in excess of £279,000.
More than a dozen other authorities also recorded six-figure sums to host the torch.
Trafford Metropolitan Borough's £1,500 was the lowest recorded.
The torch passed through East Lancashire in June before last year’s games in July and August.
